Below is a copy of a proposal from Animal Rescue Konsortium and FloridaWild Veterinary Hospital to adopt all the animals at the shelter at the market rate, empty out the kennels and cat houses and bird cages and allow the West Volusia Humane Society to start over.
Do you wonder why Mrs. Gloria Thomas, Director, refused to sign? She gave no explanation, just refused to allow the animals to be rescused. A year later the majority of them still sit in their cages - waiting.

Dear Gloria:
Our meeting with you today was extremely productive. We believe that you sincerely want to work with organizations that will assist the WVHS in the adoption of its animals. And we definitely want to work with you. Please accept the following proposals from our non-profit organization and from FloridaWild Veterinary Hospital in DeLand:
1. Animal Rescue Konsortium, Inc. (a non-profit) and FloridaWild Veterinary Hospital will be allowed to adopt animals at the standard fee from the WVHS. These agencies would then locate homes for the animals - birds, cats, dogs, rabbits, etc. Both have stringent adoption policies just as the WVHS.
2. ARK will seek donations to help with the full vetting required before animals go to a real home.
3. FloridaWild Veterinary Hospital will offer for adopted dogs a 2 week training course and a month's medical insurance - FREE.
4. The standard adoption fee for each of these organizations will be charged to defray expenses. No one will profit from this humanitarian enterprise. The goal is to empty out the West Volusia Humane Society as quickly as possible. And in so doing make room for more unwanted pets.
5. FloridaWild Veterinary Hospital has constant demands for small dogs and birds so the hospital is ready to begin the adoption process immediately for birds and small dogs. The hospital manager, knowledgeable about birds, will be visiting the WVHS this week to familiarize herself with the breeds available. Obviously all of the birds are adoptable.
6. FloridaWild Veterinary Hospital has a Wellness Center adjacent to its facility. It will offer monthly Pet-A-Thons on site for the public to view adoption animals. Children and adults will intermingle in a warm environment with these animals. Each month it will assist the WVHS by taking several of the animals to the Wellness Center for viewing.
7. We ask that you and a representative from each city and from the county meet with the above organizations, other interested veterinarians, and rescue organizations to discuss establishing a feral cat colony adjacent to the WVHS facilities. There is no need to reinvent the wheel by building a new facility. However the WVHS facility does need a face lift and we believe that we can write grants and receive donations to remedy this situation.
8. Write grants, raise funds to rehab the buildings, and construct a large exercise pen.
9. request that a representative from Animal Rescue Konsortium, Inc. be added to the board of the WVHS.
In closing, we look forward to working with you in facilitating a swift and permanent solution to the overwhelming crisis we have – that of abandoned pets and their need to find permanent homes and to reduce the cost to taxpayers who are paying thousands and thousands of dollars to have healthy animals killed.

That contract looks like a win win to me and I'm sure to anyone with at least a 3rd grade education. What's wrong with our elected officials? This is insane.
Watch out Gloria... looks like your world is falling down around you. Letting animals suffer and stealing money from animal lovers is bad karma. Shame on you Amy Whitmarsh for being part of the scam. This says a lot for your integrity. People should think twice before letting you anywhere near their money.

I just wanted to write to you and ask if there is any help you could use with this terrible situation at the WVHS.
I adopted a dog and cat from there. The dog, was in deplorable condition, with diarrhea, and ear infections. She was lucky, because she was only there 9 months. It sickened me to see how many animals were there for YEARS!
When we adopted our cat, we picked the cat that had been there the longest, just because of that reason. Guess how long our cat had been living there, with a terrible eye infection? FIVE years! That is such cruelty. When I was there, looking for a pet to adopt (RESCUE from WVHS), I met many other people who were also looking to adopt. Many of them expressed to me that "if the lady at the shelter, does not like you, than you will not get an animal". Adoption seemed impossible to alot of them. They were turned away.
I experienced the "waiting list" excuse too. It is just sickening what those poor animals are going through. I asked if I could bring in stuffed animal toys, for the dogs, and was told "no, they could choke on them". There was a lead line in one of the vacant lots, and I asked why the dogs could not be put on the lead during the day to give them some excersize, and I was told that "the goats are there" and another time I was told "the dogs could strangle themselves on the lead line." I do not think, with a harness on and a clothesline, type cable, that there is a great enough risk of a dog being "hung". Maybe the woman that runs the place is a hoarder. Something very cruel and inhumane is going on there, I agree. I am so hopeful that something will be done, now that the word is spreading. Please let me know if I can help you.

Well, I appreciate the way it is set up so as to prevent weirdos from cyberspace coming in and posting weird and/or filthy posts. You can get posts from some true crazies if you don't moderate things like this. If you don't approve, my suggestion would be to at the very least sign your name (as I do) I know for a fact my comments are true and forthright and have no problem letting my name be known, how about you???? hmmm?
I happened to make a surprise visit to the WVHS after reading your blogs and found that all your accusations were false except for the insulation. Miss Piggy is not blnd and came over to say hello. The pic you have posted of her appears to be of her sleeping. The animals were in good condition and were not stressed at all. I think I may start walking the dogs and visiting them on a daily basis. The new cat room is wonderful and the big tower is used often by the cats. There is a lot of light coming in through the windows and there are also screens. The overall place is clean and I see no reason to "rescue" any of the animals that are living there. The conditions are not deplorable as you proclaim them to be. I think you need to get a new hobby.
BillyJo, you are correct about filthy posts must be eviscerated and not shown. But not to have counter comments as has been Maggi's apparent policy, then you have to start looking at the owner of the blog. Refering to K as being caught stealing drugs, not true, never happened. Ask the sheriff.
This is all to funny, yet sad. To state the WVHS is clean and well cared for, OMG, I would hate to see the home of the person who stated this as their home must be the same way. As of 2 days ago, that place stinks, few changes and the same old animals there. Whether that pig was sleeping or not, that is abuse of over feeding. Maggie keep the pressure on!
Thank you for that. I had asked as I had heard that rumor ages ago and we all know what rumors do. Having been in law enforcement most of my life, I tend to investigate when "anonymous" people make comment, so will do of my own accord in my own way. Don't really know the "owner" of the blog but was recently introduced so no reason to have "looked at the owner" I was just very concerned due to my own personal experiences and googling brought me this place to check out. I am glad that apparently the volunteers are back at helping now that the director is out of state for emergency family reasons and I hope those work out well for her. Again, thank you

Until very recently, Maggi, Blog owner did not release any other type of comment that swayed from her own.
I am NOT GOING TO ALLOW FILTH ON THIS SITE so I will absolutely NOT put nasty slanderous comments here. If a commentator can prove a statement then it's to be published.
Karen you are just plain simple minded and ridiculous. There has to be a blog mediator. Is this the first blog you have ever participated in? They are all like that. Stop trying to make Maggi look bad, you don't even know what you are talking about!
